Australian councils own and manage extraordinary property portfolios — every shop, hall, kiosk, sport club, Men's Shed, kindergarten, telecom tower, grazing licence, and Crown Land arrangement. Most of these portfolios have grown organically over decades, sit across three or four disconnected systems, and have never been examined as a single asset class. A complete examination of how your council manages its leasing and licensing portfolio. We deliver three Audit & Risk Committee-grade documents — a Portfolio Report, an Audit Report with numbered recommendations, and an Implementation Plan with RACI-tagged action cards. This is the foundation engagement; everything else extends from here.

A targeted engagement on the most exposed parts of your portfolio — deteriorating community buildings, expired leases on revenue-generating sites, Crown Land tenure gaps, Committee of Management complexity. We surface the risks, model the financial impact, and recommend a defensible position before audit forces the conversation.

Once a Tier 1 Review is complete, we offer paid Quarterly Assurance — a four-page status report to the Audit & Risk Committee tracking progress against the Implementation Plan, surfacing new issues, and keeping property in the standing committee agenda. The cheapest insurance policy a council buys.

Audit Report

The detailed findings. Every issue surfaced through the Review, categorised by severity (CRITICAL / HIGH / MEDIUM), grouped into five workstreams (data, governance, leasing, condition, financial), and tied to numbered, actionable recommendations. Designed for the General Manager, the Director Corporate Services, and the auditor.
Implementation Plan
Action cards · RACI · 12-month roadmap
Every recommendation translated into an action card with owner, supporter, responsibility lines, dependencies, and indicative timeline. Resourcing and budget left to the Director Corporate Services and Director Finance to confirm — we don't put dollar figures in council documents we don't own.

Scope & Data Capture
Weeks 1–2
We populate the SHARP Hub workbook with your portfolio data, stand up the dashboard, and confirm the scope of the Review with your Director Corporate Services.

Portfolio Analysis
Weeks 2–3
We model the portfolio across tenure, condition, revenue, and risk dimensions. Out of this comes the draft Portfolio Report — the four-page ARC paper.

Audit & Findings
Weeks 3–6
Deep examination across five workstreams. Interviews with property, finance, governance and legal. Drafting of the ~28 numbered recommendations, each scored CRITICAL, HIGH or MEDIUM.

Implementation Planning
Weeks 6–7
Recommendations translated into RACI-tagged action cards. The Implementation Plan is built to be executable, not aspirational.

Handover
Weeks 7–8
Final versions of all three deliverables. Formal handover meeting with the Director Corporate Services. We attend the ARC or ARIC tabling if invited.

We don't reinvent the methodology for every council. The Review follows a published methodology pack, refined over real engagements. You get the same rigour as a Tier 1 firm, in less time, at a fraction of the cost.

We don't moonlight as council consultants between corporate property gigs. Local government property is what we do. Crown Land, Committees of Management, Section 17A leases, Local Government Act 2020 — we don't have to look them up.
Jurisdiction-aware
Victorian Local Government Act, NSW Local Government Act, Queensland Local Government Act — they're not the same, and we don't pretend they are. Every Review uses the jurisdiction master for the state the council sits in. Terminology, committee names and legislative anchors are correct from the first draft.
